2nd World Championship for Problems in Russian Draughts for Individuals

(64-PWCP-II)

REGULATIONS

1. The 2nd World Championship for Problems in Russian Draughts for Individuals (64-PWCP-II) is an official world championship of the World Draughts Federation (Fédération Mondiale du Jeu de Dames – FMJD). The CPI FMJD has the ultimate responsibility for the conduct of this competition.

(Note of translator: the abbreviation "PWCP" is a tribute to tradition; a more accurate abbreviation would be "WCPI".)

2. Dates of the 64-PWCP-II:

September 1, 2017 to May 1, 2018.

3. The 64-PWCP-II is held according to the "CPI FMJD Rules for Draughts Composition in Russian Draughts" (hereinafter referred to as "RI-64") (parts 2, 6, 7, 8 ).

4. For the 64-PWCP-II are eligible only the problems (without kings in the initial position) which conform to the Rules of Master (RM) or Rules Superior (RS). The problems which conform to the Classical Rules (RC) only are not eligible for the Championship.

5.1. To the Championship are not admitted:

5.1.1. The compositions which at the moment of the start of the 64-PWCP-II are participating in other competitions.

5.1.2. The compositions which participated in the 64-PWCP-I and received a non-zero mark there.

5.1.3. Joint compositions. Joint participation is also forbidden.

Note: The compositions submitted to this championship may be submitted to any regional championships after the provisional results of the 64-PWCP-II have been summed up.

5.2. To the Championship are admitted:

5.2.1. New compositions.

5.2.2. The compositions published — both in printed editions and on the Internet — after January 1st, 2005.

5.2.3. The compositions which in the 64-PWCP-I received, for whatever reason, a zero mark, if their authors do not agree with that score. Corrected compositions from other competitions held after January 1st, 2005.

5.2.4. As an exception, admitted are the compositions from the unfinished 1994-year championship, regardless of whether they were or were not published before January 1st, 2005.

6. The 64-PWCP-II consists of four sections. The task in all sections is: "White to move and win".

In every section of the 64-PWCP-II, compositions may contain an introduction (64-RI, art.2.1.5.) in its solution.

Section "A". Miniatures.

Material balance (i.e. force correlation): from 4 pieces both for White and for Black up to 6 pieces both for White and for Black (constituent force correlations are as follows: 4х4, 4х5, 5х4, 4х6, 6х4, 5х6, 6х5, 6х6.).

Theme is free.

Section "B". Medium Problems.

Material balance: from 7 pieces either for White or for Black up to 9 pieces both for White and for Black (constituent force correlations are as follows: 5х7, 7х5, 6х7, 7х6, 7х7, 6х8, 8х6, 7х8, 8х7, 8х8, 7х9, 9х7, 8х9, 9х8, 9х9.).

Theme is free.

Section "C". Large Problems.

Material balance: from 10 pieces either for White or for Black up to 12 pieces both for White and for Black (constituent force correlations are as follows: 8х10, 10х8, 9х10, 10х9, 10х10, 9х11, 11х9, 10х11, 11х10, 11х11, 10х12, 12х10, 11х12, 12х11, 12х12.).

Theme is free.

Section "D". Large Problems.

Material balance: from 10 pieces either for White or for Black up to 12 pieces both for White and for Black (constituent force correlations are as follows: 8х10, 10х8, 9х10, 10х9, 10х10, 9х11, 11х9, 10х11, 11х10, 11х11, 10х12, 12х10, 11х12, 12х11, 12х12.).

The theme: a problem has to contain either: two or more white kings being sacrificed, in conjunction with one or more black kings being captured, or: one or more white kings being sacrificed, in conjunction with two or more black kings being captured.

The CPI FMJD pointed out that the material balance advantage of two white pieces does conform to the Rules of Master (RM) (see RI-64, art.6.1).

7. To each section, a 64-PWCP-I participant may submit not more than 2 entries (i.e. compositions sent to a competition), indicating a section of the Championship and complete solution, which has to be given up to the final, final motif or system. The solution must be presented in short notation and must contain only compositional variations and try plays. Also, if necessary, a proof of legality of the initial position has to be provided.

The Coordinator sends these solutions, for publication, to the media (including websites).

At the same time, in a separate addition to the solution, non-compositional variations, proof of the uniqueness of the solution, and comments concerning the purpose of any particular pieces may be given. If appropriate, there have to be indicated date (complete) and source of the original publication or of participation in competitions, and the marks received, etc.. The Coordinator sends this additional information to the judges, but it is not to be given in the text of the initial publication.

8. Summing up of the 64-PWCP-II results.

The procedure of summing up the 64-PWCP-II results consists of two stages.

1). At the first stage, the members of the Panel of Judges, using the 100-point scale, allocate marks to every problem, after which the compositions get ranked in each section. In the process, the judges must

reach full agreement on the elimination of compositions because of anticipations, violation of the Regulations, or violation of the 64-RI. In contentious situations, the CPI FMJD‘s decision shall be decisive.

The elimination of compositions from the Championship (zero mark) is only permitted in the cases based on the objective criteria defined in the 64-RI and in the explanations to the "Guidance on Judging" (Annex 1 to the "CPI FMJD Rules for Draughts Composition in Russian Draughts").

2). At the second stage, the compositions, in accordance with their places, are awarded points:

1st place – 100 points, 2nd place – 97 points, 3rd place – 94 points, 4th place – 92 points, 5th place – 90 points, 6th place – 88 points, 7th place – 87 points, and so on, with each next score decreasing by 1 point for each subsequent place.

9. The total score for each 64-PWCP-II participant will be calculated according to the sum of points of his/her 5 (five) best compositions, that is of those which got the highest places in their sections. This means that in the process of determining each participant’s total score every composition in every section will be taken into consideration.

10. In case of a tie on the sum of points of 5 (five) best compositions (in accordance with the previous article), the additional criteria are as follows:

a) sum of points of 6 (six) best compositions.

b) sum of points of 7 (seven) best compositions.

c) sum of points of 8 (eight) best compositions.

11. The winner of this championship will be awarded the title of World Champion. Besides, he/she will be awarded the gold medal and diploma. The second and third prize winners will be awarded the silver and bronze medals, respectively, and diplomas.

In addition, the prize fund includes:

1st place — 200 US dollars. 2nd place — 100 US dollars. 3rd place — 50 US dollars.

12. V.Bulat (Belarus), A.Malyuta (Ukraine), R.Shayakhmetov have been appointed the members of the Panel of Judges.

13. Entries are to be sent, either by post or by e-mail (see art.12), to the Coordinator.

Closing date for the submission of entries is December 1, 2017 (in case of sending by post, the date of sending is determined by postmark). The participants who send their entries by post may also mention, if they have it, their e-mail address. The Championship materials (the Regulations, the received comments concerning the competing compositions, and the definitive results) will be published on the websites as follows:

14. Note: In case of differences of interpretation between the Russian and English versions of these Regulations, the Russian version shall prevail.
